KOTA KINABALU – Api-Api State Assemblyman, YB Loi Kok Liang, expressed concern over the increasing presence of individuals often referred to as "Palauh" in the city center, particularly in Gaya Street, Kg Air, tourist areas, banks, restaurants, and major intersections.
He stated that this situation has raised concerns among residents and traders as it affects the city's image as well as the comfort of the public and tourists.
Loi explained that this matter was previously raised in a meeting between the Warisan leadership and the Chief Minister's Department regarding the sharp increase in the number of foreign nationals in Sabah as a whole. The discussion was not only focused on the "Palauh" issue but also involved more comprehensive management and policy aspects.
According to the explanation from the relevant parties in that meeting, the current approach is through a "rescue and placement" mechanism. Individuals taken off the streets will be sent to temporary shelters to undergo counseling sessions, skills training, and identity verification processes. The placement period is around three months before follow-up actions are determined.
“The action framework is already in place. What is important now is to ensure its implementation is more consistent and continuous,” he said.
He believes that the renewed presence of these individuals in the city center indicates the need for more proactive and frequent actions, especially in tourist and business hotspots. In this regard, he urged the Kota Kinabalu City Hall (DBKK) and relevant agencies to strengthen coordination and increase the frequency of operations.
“As an elected representative, I do not have enforcement powers. However, I am responsible for monitoring and ensuring that the voices of the people are continuously conveyed.”
He also encouraged the public to channel information through official channels to assist the authorities in carrying out their duties more effectively.
“This issue requires continuous monitoring, stronger coordination, and more decisive actions to maintain the image and order of the city of Kota Kinabalu,” he said.
