KOTA KINABALU, April 27, 2026 - The debate by Alex Thien Ching Qiang in the State Assembly focused on various critical issues affecting the welfare of the people in Sandakan, covering social aspects, security, infrastructure, and state development.

In his speech, he began by raising the issue of homelessness and individuals experiencing mental disturbances that have become increasingly prominent in urban areas. According to him, this situation not only raises concerns regarding safety and cleanliness but also disrupts local business operations and tarnishes the city's image. In this regard, he requested clarification from the government regarding measures to place these individuals in suitable shelters.

The issue of safety for small traders at the Sandakan Public Market also received attention as several cases of theft and stall break-ins were reported. He urged immediate action, including the installation of CCTV, increased patrols, and improvements to security facilities. The same issue was raised concerning the break-in incident at myKiosk in Creative Lane.

Additionally, he emphasized concerns about landslide incidents that have previously claimed lives in the city. He requested confirmation regarding the status of slope engineering investigations, the timeline for studies, as well as immediate measures and long-term plans to mitigate disaster risks.

The issue of dilapidated and abandoned buildings in the city center was also highlighted, with emphasis on structural dangers, poorly managed sewage systems, and risks to the public. He proposed an official inventory of buildings and a recovery approach, including public-private partnerships to revitalize the urban area.

In the tourism sector, he stated that Sandakan is still lagging behind in terms of urban attractions, infrastructure, and promotion compared to other destinations. He requested a specific plan to increase tourist arrivals and upgrade basic tourism facilities.

The condition of bridges in several areas, including Kampung Melayu Bumiputera and Kampung Berhala Darat, was also raised as a serious safety issue. Structural damages such as deteriorating pillars and broken floors pose risks to residents who rely on these routes daily.

In terms of energy, he emphasized that energy security in Sabah needs strategic attention. Among the issues raised were dependence on certain fuel sources, lack of strategic reserves, and weaknesses in grid infrastructure. He also urged the strengthening of renewable energy policies and amendments to the Sabah Renewable Energy Enactment 2024.

He also touched on the Battery Energy Storage System (BESS) project in Lahad Datu, questioning the operational status, technical parameters, and the project's effectiveness in reducing electricity supply disruptions.

Furthermore, the issue of the implementation of selective tenders for the LSS and BESS Sabah programs was questioned in terms of GLC capabilities, competition, transparency, and value for public money.

In the same debate, he drew attention to the large fire incident in Kampung Bahagia that destroyed a significant portion of the settlement. He urged a comprehensive plan to enhance safety in water village areas, including the provision of fire hydrants, emergency routes, and awareness programs.

Finally, he raised concerns about the situation at the Temporary Evacuation Center (PPS) Futsal Sim Sim, which houses over 500 fire victims. The lack of basic facilities and imperfect sanitation issues are feared to pose public health risks.

Concluding his debate, he emphasized that all the issues raised are the voices of the people who want immediate action and solutions. He hopes the government will provide clear answers and implement effective measures for the welfare of the people and state development.
