In 2019, during the Warisan-led state administration, Sabah agreed to a Special Grant arrangement under Article 112C of the Federal Constitution.

The Federal Government’s then-accepted figure for Sabah’s special grant was around RM53.4 million (as part of that specific review cycle at the time).

So when politicians today call it a “mistake,” they are not saying the number is mathematically wrong, but arguing that:

Sabah allegedly agreed to or accepted a very low interim special grant figure, instead of pushing more strongly for the full constitutional entitlement (40% share).

Whatever decisions were made at that time do not change the present constitutional obligation under Article 112C, nor do they address the current issue: why there is still no clear, enforceable outcome today despite years of negotiations, court processes, and interim arrangements. Sadly the ongoing SLS litigation remains stalled in appeals and stays, with no definitive timeline or resolution in sight. That is the present reality — regardless of historical narratives.

The real question is not what happened in 2019 —

but why, despite governments and negotiations since then, there is still no final implementation of Sabah’s constitutional 40% right today!

More importantly, many in today’s government are the same familiar faces within the same system — just operating under different party logos.

Warisan’s stance remains clear:

Sabah’s rights must be fully realised, not reduced into selective historical figures for political attacks.

We as Sabahans all know, this initiative is the catalyst for the beginning of all demands for Sabah's constitutional rights and the people's awareness of the Malaysia Agreement which is the basis and historical record of the formation of Malaysia.
