BONGAWAN, 2026 — The Member of the State Assembly (ADUN) for Bongawan, Dr. Daud Yusof, emphasized the need for immediate government action in addressing various basic issues that continue to afflict the rural population, particularly in the Bongawan and Kimanis areas, while debating the government's policy speech at the Second Session of the Sabah State Assembly.
In his speech, he first expressed appreciation and gratitude for the policy speech of the Governor of Sabah, which he stated reflects the government's commitment to strengthening state development, enhancing the welfare of the people, and ensuring inclusive progress between urban and rural areas. However, he stressed that all these policies need to be translated into effective actions at the grassroots level.
Dr. Daud emphasized that the people in Bongawan and Kimanis still face various fundamental challenges, including inadequate infrastructure, unstable water and electricity supply, limited internet facilities, and narrow economic opportunities. He reminded that the announced initiatives should not remain merely as plans on paper, but should be implemented with full responsibility.
Among the main issues raised was the problem of poorly maintained drainage systems, which has led to frequent flooding in several villages. Blocked and shallow drains cause water to overflow into residents' homes every time it rains heavily. He urged the government to provide an immediate action plan, including deepening and widening the drains, constructing new drainage systems, and conducting regular maintenance.
In addition, the condition of damaged and dangerous roads also drew attention. According to him, many village roads are full of potholes and uneven, thereby increasing the risk of accidents, especially at night. He requested clarification regarding the road upgrade plan and long-term planning for rural areas.
The issue of inconsistent clean water supply was also raised, with some residents having to rely on alternative sources due to prolonged disruptions. At the same time, frequent electricity supply interruptions also disrupt daily life, small businesses, and children's education.
Touching on the economic aspect, Dr. Daud emphasized the need to expand job opportunities, especially for youth who are now forced to migrate to urban areas. He proposed the development of small and medium enterprises, skills training, and incentives for investors to create job opportunities in rural areas.
Meanwhile, he also highlighted the issue of aid distribution to the B40 group, which he stated needs to be more transparent and effective, in addition to demanding improvements in the recipient selection system and tighter monitoring.
The increasing applications for housing under the SMJ House program also received attention, with many applicants still waiting for approval. He requested clarification on the number of approvals, selection criteria, and efforts to expedite project implementation.
In the agricultural sector, Dr. Daud stated that smallholders face challenges of high input costs and uncertain crop prices. He proposed additional subsidies, the use of modern technology, and broader market access to increase farmers' income.
The issue of internet coverage was also highlighted, as many areas still experience weak access, slow speeds, and frequent disruptions, thereby affecting students, entrepreneurs, and the daily affairs of the people. He questioned the government's plan, including the construction of new telecommunications towers.
In addition, the condition of rural schools, which are dilapidated and lack basic facilities, was also raised. He urged the government to upgrade schools, provide internet access, and enhance support for teachers and students.
Concluding his speech, Dr. Daud emphasized that the issues raised are not new, yet they remain unresolved. He stressed that the people only want basic necessities such as good infrastructure, stable supply, and better living opportunities, and hoped that the government would take immediate and serious action.
